UPSC ESE 2027 Notification Access

The UPSC website (upsc.gov.in) is currently returning 403 Forbidden for all requests, including direct links to notifications and the main page. This prevents verification of the ESE 2027 notification PDF directly.

I have verified the existing exams/engineering/upsc-ese-ee.md file against the general knowledge of the ESE exam pattern, which is stable. Since I cannot access the official notification, I cannot update the last_verified date or change the verification status to official.

I will note this in ops/.notes.md.
