Exam pattern¶
Preliminary (screening only, 200 marks): two objective (multiple-choice) papers, two hours each, set bilingually in English and Hindi. Paper I General Studies (100 marks) decides the result; Paper II CSAT (100 marks) is qualifying with 33% minimum. Each wrong answer costs one-fourth (0.25) mark; each question has five options (A–E, darken E if skipping) and a fully blank answer also costs 0.25 — a candidate who leaves more than 10% of the questions with no circle darkened is disqualified. Prelims marks do not count in final merit; 12 times the advertised vacancies (category-wise, by Paper I merit with CSAT 33%) enter the Main exam.
| Paper | Marks | Time |
|---|---|---|
| Paper I: General Studies | 100 | 2 hours |
| Paper II: Civil Services Aptitude Test (qualifying, 33%) | 100 | 2 hours |
Main written (600 marks): six conventional (descriptive) papers of 100 marks each, three hours each, answered in Hindi or English (language papers excepted). To reach the viva a candidate needs 45% in aggregate of the written papers and at least 33% each in English and Hindi.
| Paper | Marks |
|---|---|
| Paper I: English (including English Essay) | 100 |
| Paper II: Hindi in Devnagri script (including Hindi Essay) | 100 |
| Paper III: General Studies I | 100 |
| Paper IV: General Studies II | 100 |
| Paper V: General Studies III | 100 |
| Paper VI: General Studies IV | 100 |
Personality Test / Viva-voce (75 marks): three times the advertised posts (by Main merit) are interviewed. Final merit is Main (600) + Viva (75) = 675, with ties broken by Main marks, then age.
Syllabus¶
Per the 07.01.2026 Gazette notification: the Prelims covers General Studies (general science, national/international current events, Indian history and national movement, Indian and world geography, Indian culture/polity/economy, mental ability, and Haryana's economy, people, institutions and language) plus a CSAT (comprehension, communication, reasoning, decision making, mental ability, Class-X numeracy and data interpretation). The Main covers English with essay (precis, comprehension, usage, grammar), Hindi with essay in Devnagri script (translation, letter/precis, explanation, composition), and GS I–IV (history/culture/geography with Haryana issues; polity/governance/IR; economy/science/environment/security; ethics, integrity and aptitude with case studies). The Gazette PDF above has the full topic lists.
How to prepare (free, in order)¶
- Prepare the shared UPSC GS modules once. They cover most of the HCS Prelims and GS I–IV.
- Add Haryana's own history, geography, economy and schemes from official state sources — both Prelims GS and every GS paper carry "related issues of Haryana".
- Practise descriptive answer writing and the English/Hindi essay papers; the 45% aggregate plus 33%-per-language bar decides who reaches the viva.
- Solve the commission's own previous papers from its website: HCS has its own five-option OMR style with a penalty even for blank answers.
